We hear the same questions over and over from Wheatland County residents who are trying to make sense of this proposal. What does ASP mean? How does a bylaw work? What happens next? Here are the answers, in plain language.
What is an ASP? What is an ACP?
ASP stands for Area Structure Plan — the county’s blueprint for how land in a specific area can be used. An ACP (Area Concept Plan) is similar but less detailed. The Goldfinch proposal would amend our existing ASP to allow data centres as a permitted use in agricultural areas. That is a big deal: it changes the fundamental rules about what can be built on that land.

What is a Bylaw?
A bylaw is a law passed by your municipal council. There are three bylaws at play here:
- Bylaw 2025-32 — Amends the ASP to allow data centres. 1st and 2nd reading approved, 3rd reading deferred.
- Bylaw 2025-34 — Rezones the site from agricultural to industrial. Same status: 1st and 2nd approved, 3rd deferred.
- Bylaw 2025-25 — Closes part of Range Road 264. Only 1st reading approved — furthest from final.
Each bylaw must pass three readings to become law. The public hearing happens between 1st and 2nd reading. The fact that 3rd reading has been deferred for the two main bylaws means council is not ready to make a final decision yet — and that is our opening.

What Happens If the Bylaws Are Approved?
Even if all three bylaws pass 3rd reading, this is not the end of the road. The developer would still need to submit detailed plans for building permits, environmental assessments, and infrastructure approvals. But here is the catch: once the land is rezoned, the hardest battle is over. The framework is set. Future approvals become much harder to stop.
That is why we are fighting now. Once the zoning changes, the character of our community changes with it.
What Can Residents Do Right Now?
Here is what you can do today:
- Contact your councillor. Let them know you are watching this decision. Find your division on the county division map.
- Stay informed. Follow council meetings on YouTube and check the official agendas and minutes.
- Talk to your neighbours. The more people who know what is at stake, the harder it is for council to ignore us.
